For instance, in some underprivileged and conservative communities, the activists reported that sometimes young girls, aged 13, do not even know what menstruation is, leave alone sex.
It is worth remembering here that the median age of marriage for girls in India is In this context, the launch of a new curriculum and resource kit developed by the UNFPA for facilitators and health workers under the Rashtriya Kishor Svasthya Karyakram RKSK , a nationwide programme for adolescent health and development, is certainly welcome.
The toolkit provides comprehensive sexuality education information as well as training modules for facilitators, health workers and peer educators, on several aspects of adolescent health — including mental health.
This approach draws on years of work by organisations that have worked on pleasure-focused Comprehensive Sexuality Education CSE for some decades now, looking at sex as a physical, emotional as well as cultural and socially inflected experience.
Matters of consent Central to the concerns of sexuality are concerns of gender, and the resource book explores several threads of this discussion. There is a discussion on masculinity as a source of pressure and violence for young men, and the possibility of a masculinity not automatically conflated with aggression.
It discusses and normalises same-sex relationships, both as long-term orientations, as well as same-sex attractions among those who identify as heterosexual. This builds a more fundamental link to the idea of consent — for, without normalising the idea of female desire and linking that to choice, the idea of consent remains a cosmetic add-on in the cultural conversation.
There is a degree of contemporaneity to the guide, as it recognises the different kinds of violence that young people live with, including cyber-violence. Quite significantly, it does not advocate greater censorship and internet controls but instead puts out the feminist position on greater agency, the primacy of consent and freedom.
In fact, the overall open-heartedness of the position the resource book takes is compassionate and loving to young people, but it is also a testimony to the years of work by feminist and youth groups and the value of persisting with these beliefs, for they do percolate into the system at some point.
That said, this is a resource in theory and, eventually, the community and health workers it is meant for are people from within the same pool. They share their mindsets and their contexts, and inhabit the same power structures; and this is part of the reason such services are not hospitable to the needs of sexually engaged young people.
How, then, can they suddenly start preaching a good book, one may — and must — ask. There is also some effort to create a professionalised notion of a community worker, and this is perhaps a valid way to try and filter out some attitudinal bias in delivering services.
So, questions remain about how this will work on the ground and whether enough resources can be committed to invite young people into this conversation, and into accessing services, and whether such training will really have a long-lasting and ongoing impact within the community contexts. Is there a will to make this happen when the government has expressed the position of removing the sex from sex education and many ministers have made publicly misogynist and puritanical statements?

After all, many ideal laws function at varying levels of misuse or disuse. But does information automatically lead to behaviour change? The short answer is, not really.
Statistics show, for instance, that condom use is going down, and emergency contraceptive pill use is going up, in spite of information and awareness about the pros and cons of this. This is an equation that remains hard to alter, forming the basis of so many reproductive and sexual health crises we see. Young people report growing rates of sexual violence.
